The item is an Army Air Forces (AAF) shoulder sleeve insignia, commonly known as the "Hap Arnold emblem".
It was the official insignia for the AAF during World War II.
The insignia features a gold eagle on a blue shield background with a red disc behind it.
The one pictured appears to be a vintage or reproduction patch made with gold bullion embroidery, possibly manufactured in Japan or Italy during or after the war.
The original patches were worn on the uniform shoulder to signify service in the Army Air Forces.
